Actually, the statement above is just a direct translation from the Malay idiom, “Kalau kail panjang sejengkal, jangan lautan hendak diduga.”
Of course, the Malay idiom is indeed a much nicer statement and bears a simpler meaning if understood. Anyway…
The following is a series of pictures that happened in Norway recently.
It started off as what seem to be a towing lorry trying to pull out a car that have overturned and submerged underwater as shown below.

As you can see on the next picture below, the process of lifting it up may have add a strain to the lorry and the lorry have started to tilt to its right to support the weight its pulling up.

Again, bear in mind that the lorry that is pulling up the 1.3L car is actually a 2.0L Class 4 equivalent lorry. In fact, it should have any problem.. that is if the bar and the latch are not stretched too far.

Then, the inevitable happen. Apparently, the weight pressure may have proved too much for the lorry to handle. It overturned itself, before splashing into the water as well, bringing along the car that it had lifted half-way.

Luckily, the lorry did not fall on top of the submerged white car else it would have severely damaged that car, other than making it disappear even lower than the current position.

Miraculously, the lorry floated its way back halfway, perhaps on the correct theory shown on the Titanic investigation that focus on the law of physics.

This time, they decided not to leave things to chance. In came a larger truck that brought up the white car…

Yes, its a Chinese company operating as a truck and crane for hire
And once the original issue has resolved, the 2nd towing truck pulled out the 1st towing truck. Notice the security measure being put in place and enforced by the 2nd driver.
Waste time only. Haiyah.

So they managed to pull out the 1st truck to safety

Hence I have derived the graphical illustration for the meaning of the title above
